The City of Fayetteville, North Carolina City Council work session, held November 2, 2026, addressed code-enforcement assessments, noise-ordinance revisions, downtown service-district boundaries, resident communications technology, and data-center regulation. On code-enforcement collections, council voted 9–1 to advance a resolution to the November 9 consent agenda. The proposed framework keeps valid principal assessments collectible while allowing the CFO and city manager jointly to consider waiving interest and penalties; it also establishes debt-validation and appeal procedures and permits accounting write-offs without forgiving the underlying debt. Council approved selected noise-ordinance changes for consideration at a January meeting, including a warning and opportunity to correct before citation, and directed that other proposed revisions return for further review. The Park View MSD request was discussed, but no decision to remove the properties from the district was identified.

Council also approved staff continuing development of the “Fayetteville Connect 365” resident-engagement strategy using Everbridge. The city’s current Everbridge contract was reported at about $29,000 for the prior fiscal year, with an estimated additional $15,000 for the public-facing platform; no new vendor award was made. In the MSD discussion, staff said Cool Spring operates under a five-year city contract through June 2028; the district’s budget was about $340,000, including roughly $300,000 for Cool Spring and $22,000 for parking-deck utilities. A proposed data-center moratorium and related infrastructure-capacity concerns were presented for information, with no action taken. No bids or other contract awards were identified.
