The City of Boulder Open Space Board of Trustees held its annual retreat on October 30, 2026, to discuss board operations, wildfire resilience, the budget process, and future agenda priorities. No contracts, bids, or vendor selections were considered. Staff reviewed the 2027 budget adopted by City Council, which was largely consistent with the board’s recommendation; up to $600,000 may be shifted through a spring adjustment to base. Trustees discussed earlier and more meaningful board involvement in budget development, greater transparency on cost allocation and spending outcomes, and possibly forming an ad hoc budget subcommittee to develop a future process. No formal vote on the subcommittee was recorded.

Staff presented the Wildfire Ready 2030 framework, developed across 10 city departments, with 14 measures for tracking progress over four years. The framework includes the annual $1.5 million Climate Tax Fund allocation for wildfire resilience, home-hardening and landscape treatments, and planning and implementation of prescribed fire. Trustees emphasized public communication, funding adequacy, grants and partnerships, and preventing human-caused ignitions. They also discussed creating or reviewing a policy on undergrounding utility lines when work occurs on city open space, but no policy or purchasing decision was made.
