The Santa Clara County Health and Hospital Committee held its regular meeting on November 6, 2026. The committee received and approved an update on Santa Clara Valley Healthcare’s seismic capital projects, which are intended to meet state requirements by 2030. Staff said the county has approved lease-revenue bond financing, but projects face schedule risks, including review and certification requirements and lengthy public-contracting solicitations; staff also cited the Regional Medical Center site as particularly challenging. Members requested continued, separate updates on seismic compliance, and the report was approved by vote. The committee also discussed the ambulance-service RFP, whose approval is pending with the state, and possible future procurement-process improvements.
Other health-system updates included the transition of the Alco Palo Alto program to community partner Alamo Rock Counseling Center, with clinical and psychiatry service agreements nearing completion, and Valley Health Plan’s provider changes following the end of its Optum contract. The committee voted to receive the provider-transition report and request a separate report on Optum West and Medi-Cal members. Behavioral Health Services reported a $2,746,000 state award for recruitment and retention bonuses, supervision, and training. The committee also received operational reports on mobile crisis and community paramedicine services, clinics, and the new behavioral health pavilion; no additional contract awards were identified.
