The Walker County Commissioners Court’s November 2, 2026, regular session considered several procurement and funding matters. The Court denied a $23,750 change order for the senior center parking lot bridge-construction project (contract C2360-36-019), which would have increased the original $488,516 contract to $512,266. After discussion of whether the bid scope included the labor and equipment needed for lime soil stabilization, the motion to deny the change order carried. The Court approved amendments to road-materials contracts (C2360-23-011), a crushed-concrete contract (C2360-24-012), and a Johnson Record Service contract (C2360-?-008) to add federal provisions required for FEMA reimbursement. Officials said more than $1 million in reimbursements was at stake, including about $433,000 for Precinct 4; vendors included East Texas Material, LP, Walker Cross Construction, Slot Construction, Motion Material, American Material, Rebel Contractors, and Fixed Material Group.
The Court approved sponsoring Walker County Special Utility District for a 2027–28 Texas Department of Agriculture community-development grant application and authorized an application to the GLO mitigation reallocation program, prioritizing communications, roads, and water lines. The latter program requires a 10% match, and officials noted a minimum grant amount of approximately $2.5 million. The Court also approved a permit-fee waiver for Wolfgang ESD No. 3’s proposed fire station, which had been bid out. Separately, officials discussed roughly $10,000 in mold remediation at the EMS station on State Highway 19 and estimated a replacement modular facility could cost $70,000–$80,000; no purchase or construction action was taken, and staff were asked to develop options. The Court denied three Frontier Communications utility-installation requests and discussed strengthening the process by advising applicants to contact the relevant precinct commissioner before submitting future requests.
