The City of Burlington, Iowa City Council met November 2, 2026. On the consent agenda, the council approved routine items including a professional services agreement with HR Green for wastewater treatment facility consulting for July 1, 2026–June 30, 2027, a revised 28E agreement for the Southeast Iowa Narcotics Task Force, and other listed items; no contract amounts were stated for these agreements. The council also approved a $38,045 bid to Eocene Environmental Group to remove and document an underground diesel storage tank at 2910 Madison Avenue as part of redevelopment cleanup efforts. The city is using demolition/redevelopment program funds and is seeking $15,000 in additional assistance. The council approved a no-cost right-of-entry agreement allowing the U.S. Department of the Army to conduct environmental sampling on city-controlled properties in connection with planned activity at the Iowa Army Ammunition Plant; council members identified the RecPlex as a site of interest.
Following a public hearing, the council voted to continue until November 16 consideration of expanding the Burlington consolidated urban renewal area and its related tax-increment-financing actions, while staff seeks required consent forms from owners of qualifying agricultural parcels. Staff cited changes to Iowa urban renewal and TIF law taking effect after December 31, 2026, as the reason for the proposed timing and expansion. A resident-supported swimming-pool referendum was scheduled for the following day, but no pool procurement or project spending action was taken at this meeting. Residents also raised concerns about the library’s behavioral-health navigation program and facility use; council members discussed possible engagement with the library board, but took no action on the matter.
