At the City of Delray Beach’s regular City Commission meeting on November 2, 2026, the commission received a presentation on municipal bond ratings and anticipated capital financing. The financial advisor discussed potential 2027–2028 borrowing for parks (about $10 million in remaining voter-approved authorization), a public safety complex, water and sewer projects, and CRA needs; a further water and sewer bond transaction may occur in the first half of 2027. The advisor explained that the city’s current ratings are Moody’s Aa1 and S&P AA+, both with stable outlooks, and that the S&P downgrade did not affect pricing on the bonds discussed because Moody’s already held the lower rating. Commissioners raised concerns about timely disclosure of rating changes and the effects of reserve levels and future debt on borrowing costs; no financing action was taken. The commission also approved the economic development positioning and targeting plan presented by consultant Kevin Crowder of Business Flare. A CRA-related RFP for a West Atlantic site was noted as underway, with a proposal expected around December 2 and a future selection anticipated.

The commission directed staff to return with a resolution making free parking Wednesdays a year-round feature, with an estimated annual foregone revenue of just under $220,000; the proposed effective date is December 2, 2026, and the resolution is expected on the November 17 agenda. Commissioners also supported exploring AI software for zoning review, with staff to evaluate options while observing city purchasing policies and report back; no software purchase was approved. The commission moved an ordinance concerning nonprofit funding agreements toward administrative review, including the timing of reimbursements, and approved several land-use and rezoning ordinances. A separate proposed ordinance was removed from the agenda and referred to a workshop scheduled for November 17.
