Body

The City of Gilroy City Council meeting on November 2, 2026, included one direct professional-services approval: the council unanimously approved an interim city attorney appointment and legal services agreement with Burke, Williams & Sorensen LLP, amending the agreement so termination on behalf of the city requires council action. Staff said costs for retaining the incoming and existing firms concurrently through the end of the fiscal year would depend on workload and could amount to several hundred thousand dollars. The council also unanimously introduced a permanent mobile-vending ordinance, refining permit and operating rules, and extended the moratorium on detention and custodial facilities through October 4, 2027. It introduced an ordinance implementing the state’s nonfunctional-turf watering restrictions, while directing staff not to enforce that ordinance; staff noted Valley Water rebates of up to $100,000 per site may be available for turf conversion.
The council discussed a possible managed homelessness encampment, requesting a more detailed plan with site options, costs, funding, and operating and enforcement provisions; no program funding or contract was approved. It did direct staff, on a 4–3 vote, to close the existing 6th Street encampment by December 15, with notice and shelter and services offered in coordination with providers. Staff estimated about $20,000 for two cleanups at that site and roughly $64,000 in contracted cleanups citywide to date. No procurement award was made for the proposed encampment program.
