The City of Elgin Planning and Zoning Commission met on November 2, 2026, to consider petitions 17-26, 18-26, and 19-26 for an 8.3-acre Ricky Rockets fuel center at US 20 and Lambert Lane. The proposal includes a 6,814-square-foot, 24-hour convenience store, automobile and truck fueling, an attached car wash, and accessory package-liquor sales, with requested zoning departures. After hearing staff, the applicant, and residents who raised traffic-safety and neighborhood concerns, the commission voted 4–0 to recommend City Council approval subject to staff’s conditions. The applicant said it would complete intersection improvements required by IDOT, estimated to cost approximately $500,000–$750,000; improvements include changes to turning movements and traffic signals, along with a sidewalk and screening fence.
A draft economic incentive agreement involving a proposed fuel-sales reimbursement was discussed, but staff clarified that it was not part of the zoning petitions and would be considered separately by City Council if pursued; the commission took no action on it. No procurement, contract award, or bid approval was identified. The commission also approved its 2027 meeting schedule and received updates on other development applications and City Council decisions.
