The City of Joliet City Council meeting was held November 2, 2026. The council approved multiple procurement and infrastructure items, including a $10.75 million contract with Vissering Construction for Morgan Street booster pump station upgrades; a water and sewer rate study with Burns and McDonnell Engineering for up to $179,421; and consent-agenda purchases and services for fire station windows ($96,790), wetland mitigation credits ($43,870), annual census analytics and SAS systems from Core & Main ($90,252), and water-main rehabilitation support and GIS services from Baxter & Woodman (up to $58,976). The council also approved an easement for the Washington Street water-main project at Hickory Creek, reported at $702,700, and a change order closing out the Twin Oaks Phase Two water-main project with a $108,256.76 deduction to Austin Tyler Construction. The Public Safety Committee separately reported support for a proposed $200,000 purchase of ballistic shields from Streicher’s, to be brought forward for later council action.
The council adopted the FY2027 annual budget and approved 2026 tax-levy ordinances, a budget amendment to use Park Hill subdivision special-service-area funds for a retention-pond upgrade, and an ordinance abating property taxes associated with specified bond debt service because fuel-tax and TIF funds would be used instead. A resolution also appropriated motor-fuel-tax funds for the wetland mitigation credits. The Public Safety Committee received a presentation on a proposed real-time drone information program, but no related purchase or contract approval was identified. Public comments and closing remarks also addressed safety concerns near the library and other community matters.
