The City of Eau Claire Plan Commission meeting, called to order as the November 2, 2026 session (metadata timestamp: November 3 UTC), approved its consent agenda 6–0. It recommended approval to the City Council, 6–0, of rezoning 320–322 Lewis Avenue from heavy to light industrial. The commission also approved 6–0 a rezoning request for the proposed Sycamore of Eau Claire senior-living development at 5150 Bourbon Street, including a 32-unit memory-care community-based residential facility. Commissioners heard neighborhood concerns about traffic, sidewalks, road-widening costs, and transit; staff said a traffic-impact analysis and road-design work for Old Town Hall Road are underway, and a proposed bridge is being considered with vehicle, pedestrian, and bicycle access. Final site-plan review will be conducted by staff.
The commission approved an amendment to TID 9, 6–0, to remove parcels outside the city’s county jurisdiction and enable an estimated $3.178 million revenue transfer to blighted TID 10 for eligible downtown costs. A proposed three-lot certified survey map in the Town of Union was rejected, with the approval motion failing 0–6 over concerns about lot sizes and future annexation. A certified survey map on Cummings Avenue in the Town of Washington was approved 6–0. No contracts, vendor selections, or purchasing actions were identified.
