The City of Ventura Planning Commission held a special meeting on November 5, 2026 (the meeting metadata is dated November 6 UTC). The Commission received an update on the City Council’s 2026–27 strategic priorities and work plans, including continued coastal planning, housing, infrastructure, public safety, and economic-development initiatives. Procurement- and funding-related items included the planned construction award this fiscal year for a grant-funded bike path project with approximately $32.2 million in grant funding; the state water interconnection project, already awarded by the City Council and moving toward construction; and the interim Fire Station 7 project, whose contract was awarded in August. The 2027 budget also funds design of the Community Memorial tennis court replacement. Staff reported a $2 million state allocation for Main Street Moves and several grant applications, including funding sought for homelessness services; no new contract or purchasing award was made on these items during this meeting.

The Commission’s main action was approval of project 25-1090, the permits and administrative variances for the City’s 10.2-acre Ventura Water Pure Advanced Water Purification Facility. The facility is planned to produce about 4.8 million gallons of purified water, and the requested height and fence variances were justified by flood resilience and protection of critical water infrastructure. The motion passed 4–0, with a condition that outdoor lighting attempt to meet International Dark Sky Association guidelines while allowing for necessary security lighting. The approval was for land-use permits, not a construction contract award.
