The Boise City Planning & Zoning Commission held a public hearing on November 3, 2026. On the consent agenda, commissioners approved the October 5 and October 12 meeting and work-session minutes, a modification to a development agreement at 3530 West Elder Street, and a city-sponsored comprehensive plan amendment updating the historic preservation plan. The principal item was CUP 24-46, a conditional use permit for a co-housing development proposed by Strategic and Operational Solutions Inc. at 2823 North Cole Road. The proposal includes separate men’s and women’s dormitory buildings, a neighborhood café, and a small vehicle-repair shop; the applicant described rent of about $650 per month. Staff recommended approval with conditions, including shared parking and access arrangements, additional bike parking, coordination on a bus stop, and limiting the vehicle shop to program residents. The related rezone had been considered previously and was not up for action at this hearing; it still requires City Council review.

Public testimony focused on safety and operational oversight, screening and resident limits, the site’s proximity to schools and childcare, traffic and pedestrian conditions, and concerns about inaccurate descriptions of potential community partners. After discussion, a motion to deny the permit failed 3–4. A subsequent motion to approve CUP 24-46 with staff’s conditions passed 4–3. No procurement activity, contract awards, or government spending decisions were identified.
