The City of Springdale Finance, Ordinance, Committee of the Whole, and Police and Fire committees met on November 2, 2026. Procurement and capital-project items included a Public Works hail-damage budget transfer as the city prepares to seek bids; an amendment to the Shiloh Museum renovation resolution, originally authorizing a CDI contract not to exceed $781,246, to allow remaining funds to pay for related purchases directly and avoid contractor markups; and authorization to pay Black Hills Energy for Jean George Boulevard utility relocations. The gas-line work cost about $2.4 million, compared with an original estimate of about $2 million, and is funded through the 2023 bond. These resolutions were forwarded to Council with recommendations for approval. The committee also recommended accepting a Walton Family Foundation residential-infill infrastructure grant of up to $875,000, including an added $75,000 for education and technical assistance, with the previously stated $200,000 city match unchanged. The funding source for the city contribution remains to be determined before Council consideration. A separate resolution to transfer right-of-way property to the City of Johnson was also forwarded for approval.
The committee discussed a proposed $800,000 reduction to the Fire Department overtime budget, alongside a request for a written policy and periodic reporting on employees receiving overtime in the same pay period as sick or holiday pay. The proposal was voted 4–2 to go to Council for further discussion and a final vote; the overall 2027 budget was later forwarded to Council with a recommendation for approval. ORT’s $720,000 budget allocation remained unchanged after discussion of potentially restoring fares, which would require board direction and equipment purchases. Police and Fire also forwarded budget-transfer resolutions, including funding for vehicle maintenance and donations to purchase smoke alarms and carbon monoxide detectors.
