🏗️ Construction & Infrastructure ⚡ Energy & Utilities Grants & Funding Physical Infrastructure

The Halifax County Board of Commissioners’ regular meeting on November 2, 2026, included several funding and infrastructure items. Commissioners approved an amendment to the Choanoke Area Housing Consortium HOME grant project ordinance, adding allocations of $631,171.86 for 2025 and $681,137.22 for 2026; the ordinance described approximately $2.8 million in available funds for affordable-housing activities. The board also approved the receipt, appropriation, and expenditure of $250,000 for a rail spur serving JBB Packaging. Staff said they were finalizing a separate $100,000 N.C. DOT application, with a $150,000 N.C. Railroad grant expected if DOT funding is approved; engineering and construction would follow grant agreements. The county manager also outlined a potential Agricultural Innovation Center funding application due by the end of January. No construction contract or vendor award was made at this meeting. A regional water-treatment-plant project with Weldon and Northampton County remained under discussion, with draft agreements and funding arrangements still being developed and no board action requested.

The board held a legislative hearing on Halifax Aggregates LLC’s rezoning request (202601) to change roughly 255 acres from light industrial to residential agricultural zoning, but postponed action on the application and planned a follow-up hearing; no rezoning decision or mining approval was made. Speakers raised airport safety and future grant concerns, archaeological and tribal consultation issues, environmental and tourism impacts, and potential economic benefits. The applicant described proposed safeguards, including creek setbacks, monitoring, and independent home-condition surveys. The meeting also included approval of an alcohol-service policy for county facility rentals and personnel-policy changes, neither of which involved a procurement award.
