The City of Faribault Planning Commission met on November 2, 2026, to consider a proposed zoning text amendment establishing performance standards for data centers and other intensive uses. After a presentation and public hearing, the commission unanimously recommended that the City Council approve the amendment. Proposed provisions include requiring data centers to obtain conditional use permits, submit water/wastewater and energy-management plans, and complete noise and vibration studies; the amendment also adds standards for battery energy storage systems, lighting, air emissions, hazardous materials, and waste. Industrial districts would have a 90% maximum impervious-surface limit. Staff noted that state agencies retain authority over areas such as utility rates and certain noise and air standards.

Public comments raised concerns about water and energy use, environmental and health effects, enforcement, and impacts on surrounding townships; other speakers supported balanced standards that allow responsible development. Commissioners discussed the city’s jurisdiction and the distinction between discretionary standards for general industrial uses and required plans for data centers. No contracts, vendor selections, procurement awards, or spending allocations were considered. The recommendation is scheduled for City Council discussion on November 17, a public-facing presentation on November 18, and an intended first reading on November 24, 2026.
