Penn Manor School District Board Committee of the Whole meeting, November 2, 2026: The board received a presentation on enrollment and its effects on facilities and resources. Enrollment was reported at 5,189 students, with discussion of crowded elementary classrooms, shifting enrollment, and attendance-boundary “swing areas.” Administrators said facility capacity limits options for balancing class sizes and that future facility projects and boundary planning will need to account for enrollment patterns. No facility project or procurement was approved at this meeting.

The board also received a preliminary 2025–26 financial and audit update. Revenues exceeded expenses by $635,300. The CFO reported that, under the board’s prior authorization to transfer up to $2 million to the capital reserve, $750,000 was transferred; the remaining $635,300 was left in the general fund balance. Recommendations for fund-balance classifications, including reserves for potential healthcare expenses and future facility repairs, were presented for board action at a future meeting; no new spending vote was taken. The annual audit fieldwork was complete, with the audit still being finalized. The board approved the October 19 meeting minutes by nine affirmative votes.
