The City of Lafayette, Colorado City Council workshop on November 2, 2026, included several procurement- and funding-related actions. Council unanimously approved a consent agenda that included 2027 mental health and human services grant disbursements, revisions to the investment policy, and a change order with Arte Group for capital bond program and project management services; no dollar amounts were stated for these items. On first reading, council also unanimously approved a 2026 budget supplemental covering capital bond projects: approximately $35.4 million in bond proceeds and $11 million in additional revenue, including $6 million in bond proceeds and $5 million in service expansion fees. The supplemental included $32.3 million for construction of the Bob L. Burger Recreation Center and just over $9.9 million for the Service Center, along with other adjustments.
Council unanimously approved several Lafayette Urban Renewal Authority wind-down transactions, including a $50,000 contribution for future preservation work on the historic Coca-Cola mural and a $164,000 purchase of right-of-way property for streetscape and alley improvements. The city is also to receive a previously acquired right-of-way parcel at no cost; the broader South Public Road streetscape project has $1.2 million in LURA funding. An informational presentation on Colorado’s extended producer responsibility recycling program outlined anticipated reimbursements of just over $1 million in 2027, including nearly $1 million for recycling collection and $42,283 for one-time outreach; no action was requested. Staff expects agreements to come to council later in November and a Republic Services contract amendment later in the year. Council also discussed, but did not decide, proposed inclusionary housing and affordable-housing impact-fee policies. The Boulder Ranch annexation vote was limited to finding the petition in substantial compliance and setting an eligibility hearing, not approving development or annexation.
