🏗️ Construction & Infrastructure 🚚 Transportation Physical Infrastructure Emergency Response

The November 2, 2026, Foster City Council meeting included several procurement and spending matters. The Council approved three agreements for management and maintenance of 28 city-owned below-market-rate housing units, through June 30, 2028: HIP Housing Affordable Ventures for property management (maximum $277,811) and on-call repairs ($148,990), and Generation Builders Inc. for on-call repairs and maintenance ($406,000). The Generation Builders agreement includes a $102,393 supplemental appropriation; the first two agreements were covered by existing appropriations. Staff reported that an RFP drew two property-management proposals and one maintenance proposal, citing the small, dispersed portfolio as a barrier to broader vendor participation. The Council also adopted a local emergency resolution for the forecast El Niño season, authorizing the city manager to directly negotiate contracts under Public Contract Code sections 20168 and 22050. A community center rebuild update reported Change Order 17 of $150,542 for items including furnishings, grading, signage, and electrical work; the revised contract is approximately $46.1 million, with about $3 million in contingency remaining. This was an informational update, not a new change-order approval.

The Council received a countywide transportation-plan update identifying Foster City priorities and potential funding routes; the agencies said local projects may be eligible for existing grant programs, and that partial funding had been secured for an autonomous-vehicle shuttle planning effort, with additional state grant funding pending. The FY 2025–26 financial update reported a $10.6 million General Fund operating surplus and approximately $5.2 million added to reserves after excluding the pension-liability payment; no new budget action was taken on that item. The Council also adopted changes to the unrepresented management compensation plan, with estimated costs of $590,000 for the current fiscal year and $719,000 for FY 2027–28, to be covered by the existing budget. Other notable actions included approval of the consent calendar and receipt of project and financial reports.
