The DeKalb Planning and Zoning Commission’s November 2, 2026 meeting included a public hearing on Covington Court Apartments LLC, Mil Creek Land Company, and Covington Court Partnerships’ request concerning roughly 125 acres at Peace Road and Route 38. The proposal would annex and rezone the eastern parcel for planned development industrial use and amend the existing development approvals for the western parcel, allowing industrial, commercial, or multifamily development options. The applicant cited costly road widening and intersection requirements—estimated at several million dollars—as barriers to development and said state incentives may help fund public improvements for industrial uses. No city contract award, procurement, or public spending allocation was identified; these costs were discussed as development-related expenses and potential funding, not as an approved public expenditure.

After discussion, the commission voted unanimously, 4–0, to recommend approval to the City Council, subject to the concept plans and development standards presented. Staff described proposed changes to the existing standards, including reducing the commercial-occupancy threshold before multifamily development could begin from 75% to 50% and removing a tenant disclosure requirement. Any future project would still require preliminary and final development plans, updated studies, and further commission review; the commission also received notice of a special-use hearing and a fence-variance request scheduled for its next meeting.
