The Village of Roselle Special Village Board meeting on November 2, 2026, focused on review and discussion of the proposed FY2027 budget; no contracts or procurement awards were approved. Staff presented a proposed general fund budget with approximately $25.24 million in revenue and $26.06 million in expenditures, an operating deficit of about $842,000. The budget would use reserves, leaving the fund balance at an estimated 38%, below the Board’s 45% target. Trustees discussed possible revenue changes and spending reductions, but directed staff to provide further analysis rather than make those changes at this meeting. The Board indicated support for examining a quarter-point home-rule sales-tax increase and a one-cent natural-gas tax increase, and requested comparisons of expenditure-reduction scenarios and vehicle replacement assumptions. Trustees also indicated they were not seeking a property-tax increase beyond the 2.7% CPI-based limit; the proposed levy estimate is scheduled for consideration at the next meeting.
The proposed water and sewer capital program totals nearly $23 million for 2027, including about $1.2 million for water-main and lead-service-line replacement, improvements to the west-side water storage tank, work at the Devlin and Botterman plants, and sanitary-sewer lining. Funding assumptions include nearly $15 million in reimbursable IEPA loan proceeds, about $4.8 million from the capital improvement fee, and about $2.3 million from home-rule sales tax. Proposed water and sewer rate changes were also presented. The Board discussed longer-term facility needs, particularly fire-station planning, and other unfunded infrastructure and technology needs; staff will return with additional information during upcoming budget discussions. No final spending, tax, or rate decisions were made at this meeting.
