The Elyria City Council’s regular meeting on November 2, 2026, included several procurement and capital-project actions. Council passed on first reading under suspension of rules ordinances authorizing purchase of a water-distribution tool-truck body through a state purchasing program (2026-145) and police radios and related equipment through a state or equivalent purchasing program (2026-147). It also passed an appropriation amendment (2026-146), authorized advertising for bids and contracting for 2026 emergency sanitary and storm sewer repairs (2026-148), and approved a professional-services agreement with K. E. McCartney and Associates, Inc. for engineering on the Spring Valley Stormwater Improvement Project (2026-149). Council also authorized an application for, and acceptance of if awarded, an Ohio Department of Natural Resources Land and Water Conservation Fund grant for Parks and Recreation (2026-150). The measures passed by voice vote; the purchasing, sewer, engineering, and grant items were declared emergencies. No contract dollar values were stated.
County officials presented results and funding plans for the VIA microtransit service, reporting more than 104,000 Elyria rides since its 2024 launch and a per-ride operating cost of about $23.40. They described a proposed 2027 funding arrangement involving $125,000 each from Elyria and Lorain and $200,000 from the county to continue service for another year; the presentation also cited $1.45 million in federal transit funds and a $969,000 local share for service in both cities. Council referred the matter to Finance for discussion on November 9; no funding commitment or spending vote occurred at this meeting. The finance director reported that the city’s general-fund cash balance had fallen by $2.56 million from January through October. Council also voted to request a state hearing on a new liquor-license application for SLT Bistro LLC at 645 Taylor Street, citing prior public-safety concerns at the location.
