Charlotte City Council committee meetings, November 2, 2026, included updates on affordable housing, small-business support, workforce development, and other city matters. Housing staff reported that three research studies on Housing Trust Fund outcomes were competitively procured and are under contract, with data collection underway; initial Urban Institute findings indicated stronger housing stability in neighborhoods receiving investments and links between stable housing and economic opportunity. The ADU pilot began with $1.6 million in funding and received 297 applications, of which 21 were approved; 12 participants remain active, five units are complete, and $1.46 million is committed, with an average award of $72,000. Members raised questions about applicant selection, contractor quality, equitable access, and future scoring criteria; staff said they would return with further information in early 2027. No new housing procurement award or funding vote was taken.
Staff also reported 830 certified small-business firms and reviewed the city’s race- and gender-neutral small-business program, following the state-law change; the revised policy had been approved by Council on October 25. A competitive RFP selected a small business to develop the Skill to Build curriculum, while a separate solicitation for local training facilitators closed October 30, with staff expecting to fund five or six organizations. Related initiatives include more than $2 million for talent-development training and a $600,000 budget earmark for business-district organizations. The committee discussed a potential voluntary Charlotte Water workforce-development pilot and ways to strengthen vendor outreach, but made no procurement decision on that pilot. Staff emphasized that state law limits the city’s ability to mandate private-contractor wages; no contract awards or purchasing votes were identified in these discussions.
