The City of Aurora, Illinois Special Finance Committee meeting on October 27, 2026, reviewed proposed 2027 budgets for Community Services, Development Services, Sustainability/Economic Development, and IT. Public commenters urged the city to retain the Community Engagement Division; staff said its four positions were proposed for elimination, while neighborhood groups would continue receiving support through reassigned duties. National Night Out would not transfer to the police department. Committee members questioned whether reassignment, overtime, or contractor costs could offset savings. No budget or procurement approvals were voted on; the only vote was to adjourn.
Spending and procurement-related discussions included two Development Services decision packages for customer-service workstations and public counter improvements, with phasing to be explored, and planned RFPs for city-owned properties following appraisals. Sustainability staff reported a solar installation at the Church Road water tower expected to save the city more than $450,000 over 25 years, and discussed proposed housing and loan-program positions whose costs were to be provided later. IT reported the Mark43 dispatch and records system had gone live, described a managed-print solution with a local company and planned UPS replacements, and presented a $176,000 proposal for Teams-enabled conference rooms; further cost details were requested. The proposed municipal enterprise fiber fund includes a $600,000 gaming-tax transfer for 2027, with leasing revenue also anticipated. No contract award or bid approval occurred.
