The Douglas County Board of Commissioners’ combined work session and commission meeting was held November 2, 2026. The board received Mauldin & Jenkins’ internal-controls compliance audit of P-cards, credit cards, and external vendor accounts. The audit found no evidence of fraud, waste, or abuse, but recommended stronger transaction documentation and enforcement, tighter purchasing controls, and a dedicated P-card administrator. County administration said it was proposing that full-time position in the 2027 budget. The proposed budget was presented at approximately $331.17 million countywide, including a $175.42 million general fund and $18.32 million in planned reserve use; it was not adopted at this meeting. A public hearing included criticism of prior event spending, but no budget action followed.

The board approved several spending and procurement items unanimously: Convergent agreements of $8,915 for EMA building access control and intercom work and $64,615 for corresponding E911 building work; a MARTA Breeze participation agreement at $92 per month; and a Chicago Avenue maintenance-complex fence and gates contract with Green Heart Enterprise, presented with a $100,000 amount and contingency. It also approved a $360,000 phase-one preconstruction and architectural-design contract with MEJ Construction for the public health facility, $93,211.57 for Lee Road Phase 2 streetlights, and a time extension for KCI Technologies’ Chapel Hill Road/Campbellton Street project through December 31, 2027, with no budget impact. The board also approved an amended $35,000 turkey-and-ham giveaway contribution, allocated across commissioner district budgets, and accepted a $39,721 emergency-management grant. The votes on these items were unanimous; the 2027 budget remained a proposal for future consideration.
