Durham County Board of Commissioners work session, November 2, 2026: Commissioners reviewed several spending and procurement items for the consent agenda, with further consideration expected at regular meetings; no votes on these items are recorded in the transcript. The major capital item was the Emergency Operations Center project: a proposed at-risk guaranteed-maximum-price construction contract with Borderaux Construction, not to exceed $38.9 million, including base bid alternatives and owner contingency and subject to County Attorney review, alongside a $5,656,912 capital-project amendment. The agenda also included a $124,891.90 amendment to RND Architects PA’s design contract for the Sheriff’s Training Facility, bringing its revised contract ceiling to $1,933,390. Other items included an $8,300 emergency-planning grant, public-health funding, and conservation-land acquisitions and easements, including a $434,000 transfer from the open-space capital project to the general fund to support protected-land acquisition.
The board reviewed proposed FY2027 transit work-program amendments: $350,000 for the Durham Transit Plan update, $300,000 for an I-885 rapid-transit alternatives analysis, $67,000 for an NC 54 bus-lanes analysis, and $175,000 for the GoDurham two-year service plan. Three were described as cost-neutral reallocations; together, the amendments would increase the FY2027 budget by $175,000. Commissioners raised concerns about balancing capital planning with bus-service funding, but no vote was recorded. The work session also discussed improving small businesses’ access to public contracts through procurement training, bid assistance, and possible vendor events or a summit, and heard that Durham Next had announced $535,000 in investments for 11 local festivals and events. Legislative priorities, including utility infrastructure and county participation in affordable-housing financing, were discussed without a recorded vote.
