At the October 27, 2026 Aurora City Council meeting, members reviewed the proposed 2027 budget and several infrastructure and service agreements. The city reported that the General Fund deficit had been reduced from $13.7 million to about $3 million; the budget remains under review, with final adoption scheduled for December. The proposed capital program includes lead service-line replacement (nearly $10 million), street and bridge work, a Broadway corridor project, downtown parking improvements, and east-side fiber expansion. The city also anticipates about $6 million in repairs to two parking garages it expects to take over. Officials presented a possible tax on leased software and other digital services as a potential future revenue source; council members requested more analysis and comparable-city and business-community input, without authorizing implementation. A proposed amendment for a self-storage development at 1680 Montgomery Road received no motion or second, and was not approved.

The council approved the consent agenda 12–0, which included a $41,785 change order with Geneva Construction Company, a $112,000 purchase of an electric articulating boom lift, engineering services from Crawford, Murphy & Tilly, a one-year lease of about 51.38 strand miles of dark fiber from Cross Town Fiber Illinois, and financing for lead-line replacement structured as 55% principal forgiveness and 45% low-interest loan. The agenda also included a labor agreement with AFSCME Council 31 Local 3298. A separate proposal to terminate the city’s master service agreement with Onlight Aurora and authorize negotiations to transfer contracts failed, with five votes in favor and six opposed. The city’s proposed support for the Northgate sign restoration was described as relying primarily on community fundraising rather than taxpayer funds.
