The Doña Ana County Community Monitoring Committee’s October 31, 2026 business meeting established committee procedures and selected subjects for future study of Project Jupiter. Members amended the draft bylaws to provide for at least 60 minutes of public comment, a three-minute speaker limit subject to the chair’s discretion, member-submitted agenda items, and clearer rules on gifts and informational materials. Further consideration of the bylaws was postponed until the next business meeting. The committee elected Lynn Morrow as chair, Art Terasas as vice chair, and Don Bassett as secretary. No contract awards, vendor selections, or bid approvals were made; Oracle and Bloom Energy were mentioned in discussion of the project, not as vendors under consideration for a committee purchase.
The committee selected water, fuel cells and related infrastructure, economic impact, and financial and governmental agreements as priority subjects for upcoming information meetings. Members discussed a proposed $4 million workforce development fund and requested information about its status, but made no funding decision on that fund. A motion passed to request a $60 monthly travel stipend for each member for committee events; the stipend was requested, not approved as a county expenditure. The next meeting was set for November 21 at 1 p.m. in the southern part of the county, subject to arranging a location.
