The Minneapolis Climate & Infrastructure Committee met November 5, 2026. Public Works presented the First Avenue South areaway removal assessment: the work, completed during the current construction season, cost $584,371.30, which the current property owner agreed to pay through special assessments. Staff requested adoption and levy of the assessment and authorization to sell assessment bonds for that amount; the transcript does not clearly capture the final disposition. The committee also approved a low-bid award for reconstruction of the 18th Avenue Bridge over the Midtown Greenway, a contract amendment with Lef(France) Construction LLC for roof and exterior repairs at the Fridley Water Maintenance Facility, a contract with Thomas and Sons Construction for the Hennepin signals and ADA bikeway rebuild, and an Xcel Energy contract for underground electrical distribution work to power fleet charging stations at the Fourth and Fifth precincts. Contract amounts were not stated. The charging work is part of the city’s green-fleet initiative; the chargers are for city vehicles, and six electric squad cars are being piloted across the Second, Fourth, and Fifth precincts.
The committee approved submitting a Metropolitan Council grant application for the private sewer lateral insurance program and accepted regional solicitation grant funding for 2027 travel-demand-management work, authorizing an agreement and related appropriation. It also approved Minneapolis joining the Bee City USA affiliate program, which has a nominal application fee and annual renewal. Other infrastructure actions included setting a January 7 public hearing on replacing the temporary, non-ADA-accessible pedestrian bridge over I-94 and advancing a stormwater ordinance hearing; the ordinance would establish a required industrial, institutional, and commercial stormwater program, with fees and licensing to be addressed later. Staff also presented a right-of-way agreement preserving access to utilities beneath a Summit Academy breezeway and a transportation action plan and racial-equity report, which the committee received and filed.
