The Winchester Select Board met on November 2, 2026. The Town Manager reported that the MSBA had invited Winchester to participate in a feasibility study for the Monacō school; authorization paperwork is expected to return to the Board after Town Meeting, and the study may be reimbursable. Capital and engineering work was also reported underway: Skin Field improvements were nearing completion, a green stormwater infrastructure assessment was in progress for Wedge and Winter ponds, and engineers were completing analysis of drainage issues on Everett Avenue. No construction contract awards or project amounts were stated.

The Board discussed funding for permitting and licensing software from OpenGov and ClearGov, including roughly $92,000 in proposed free-cash support and an estimated $300,000 investment over the next year and a half. Members raised concerns about using free cash for future-year costs and requested further review; no funding decision was made, with discussion deferred to a later meeting. The Board voted to recommend unfavorable action on a proposed carriage-house feasibility study and favorable action on a $400,000 transfer to the special-education reserve fund. Transfer-station fees and operating revenues were reviewed, with a final fee recommendation expected at the November 23 meeting; no vendor selection or contract award was made.
