The Thurston Regional Housing Council met on October 28, 2026. Members approved the September 23 minutes with a correction and voted to authorize the chair to sign a joint letter to the housing task force; no contract awards or purchasing decisions were made. The council discussed draft 2027 legislative priorities, including a proposed request for state backfill if federal Continuum of Care funding is lost. Members requested clearer, more specific language on several priorities, including affordable-housing production and funding for Maple Court. Staff will bring revised priorities back for action at the November meeting.

The council reviewed proposed priorities and scoring criteria for affordable-housing funding rounds expected to open in January. The proposed priority is projects serving households at or below 50% of area median income, with prior management and expenditure of awarded funds considered under financial capacity. Staff estimated roughly $7 million may be available, subject to change; figures discussed included about $737,000 in federal HOME funds, $1.406 million in document recording fees, and a $3.5 million cap on the Opportunity Fund. The council also reviewed the RFI pipeline process and homeless-services funding categories and set-aside recommendations. These items were for discussion, not approval, and will return for further consideration. No funding awards were made.
