🌳 Environment 🏗️ Construction & Infrastructure Grants & Funding Physical Infrastructure

The City of Flagstaff Sustainability Commission met on October 30, 2026, and focused primarily on climate goals, funding constraints, and sustainability programs. Staff reported a 9% reduction in communitywide greenhouse-gas emissions from the 2016 baseline, while noting that the existing 2030 carbon-neutrality target is unlikely to be met. A working group recommended revising the goals toward phased, incremental targets and a more accessible climate action plan, with accountability measures and potential emissions-reduction strategies. The commission voted to have the working group draft a recommendation letter to City Council. Staff also noted that a $56.5 million grant request for a large-scale biochar project had not materialized; a smaller project connected to wastewater treatment facilities may be more feasible. Stormwater and other infrastructure needs were discussed as competing funding priorities, but no bond or spending action was taken.

The commission voted to support City Council adoption of the region’s first Food Action Plan, developed through a three-year process funded by the USDA. Members also discussed the upcoming review of Flagstaff Sustainability Grant applications, including scoring deadlines and procedures, but did not select recipients or approve grant awards at this meeting. Staff reported that the current commercial energy code is projected to improve efficiency in new buildings by about 20% compared with the previous code. No contracts, vendors, or procurement awards were approved.
