The Pasco Planning Commission held a public hearing and planning meeting on October 29, 2026. Its principal spending item was the recommended allocation of an estimated $621,300 in 2027 Community Development Block Grant (CDBG) funds. Staff’s Option 1 allocated $124,000 to program administration, $250,000 to the city’s required Section 108 debt payment, and $47,000 across several public services, with remaining funds supporting affordable housing and economic development activities. The recommendation did not fund the YMCA, the Arc of the Tri-Cities Parks ADA playground equipment, or the Children’s Development Center. The YMCA spoke in support of its $20,000 request for MLK Center staffing and affordable recreation. Commissioners unanimously approved Option 1 for recommendation to City Council; applicants may also address Council, which was expected to consider the allocation toward the end of November.

The commission also recommended the critical areas ordinance update in Attachment 2 (Option 2) to City Council; the motion passed with one opposing vote. The update was supported by a state grant and would revise review procedures and local shrub-steppe habitat standards. The commission held public hearings on the comprehensive plan, unified development code, and zoning and land-use map amendments, but took no action on those items; another hearing was scheduled for November 19. Discussion included coordinating transportation plans with the city’s capital improvement and related funding programs, reviewing park impact fees next year, and deferring proposed commercial design standards for further consideration because they could add development costs. No specific contract awards, vendor selections, or purchasing approvals were identified.
