The Vid HBGSD Board Retreat/special-topic meeting on November 1, 2026, discussed the district’s possible participation in Harrisburg’s LERTA and related residential development tax-abatement programs. The presentation was for discussion only, and no vote was requested or taken. An illustrative $10 million project estimate showed roughly $3 million in property-tax revenue forgone over 10 years under one scenario, with improvement-related revenue beginning afterward. Board members questioned the benefits and student-related costs, including enrollment, special education, and facility impacts, and requested historical LERTA results, tax-exempt-property data, participating-business longevity, and analysis from the city and county before considering a decision.

The superintendent also presented a proposed organizational structure intended to clarify accountability and support academic improvement, including chief-of-staff, MTSS, special-education, and federal-program responsibilities. The presentation described some proposed roles as funded through vacant positions or existing resources, but board members requested financial analysis, current and future organization charts, comparisons with Mass Insight recommendations, and clearer measures of responsibility and performance. No contracts, vendor selections, purchasing approvals, or other procurement actions were identified.
