Monroeville’s second public budget hearing for the 2027 budget was held October 30, 2026. Staff presented an evolving budget forecast and discussed whether to rely on fund balance, adjust staffing or service levels, or consider future tax increases; no budget was adopted. The manager proposed transferring about $4.9 million to the capital fund and identified roughly $440,000 in additional capital requests, including $100,000 for library foundation work and $40,000 for a Center Road/Old William Penn Highway study, for which county cost-sharing was being pursued but was not yet confirmed. Public Works reported a salt purchase agreement with American Rock Salt through the SHACOG Purchasing Alliance at $160 per ton, with a 2,100-ton minimum obligation (about $336,000). The department also noted higher anticipated Waste Management tipping fees. Parks staff reported a $75,000 grant for lighting and subwoofer upgrades at the community park amphitheater. Road investment was emphasized as a continuing capital priority.
The library requested a $65,755 (4.3%) increase to its 2027 municipal operating allocation; council discussed whether some building-maintenance funding could be reduced, but no change was approved during the hearing. Other budget items included estimated workers’ compensation costs of about $1.08 million and property/liability costs of about $1.3 million. Residents offered differing views on library funding, staffing and taxes. The only motion was to adjourn; no procurement award or budget vote was taken. Staff planned to revise the budget materials for upcoming workshops and hearings.
