The City of Cleveland Heights Committee of the Whole and City Council meeting was held November 2, 2026. Council reviewed a proposed 2027 budget of approximately $142 million, including about $37 million for projects: $13.7 million for the Cumberland pool, nearly $12.9 million for sewer work, more than $3 million for street repaving, and $2.4 million for a fire engine and fire-station improvements. The budget was presented for review, with hearings scheduled for later that week; it was not adopted at this meeting. Council approved the mayor’s request to bid Project 26-08 for utility-location and marking services. It also approved on first reading a $400,000 Home Repair Resource Center agreement for the home-maintenance and exterior-repair program, with administrative costs capped at 20%, a Routeware refuse-collection software agreement, and a $671,000 change order for the Hampshire Road illicit-connections project, funded primarily through ARPA and MCIP sources.

Other procurement and spending items included approval on second reading of a 2027 Ford F-600 purchase through Sourcewell for refuse and recycling. A parks pickup truck with snowplow equipment was introduced for first reading only. Council also considered a first-reading resolution for a 2027 deer-management agreement with USDA Wildlife Services, not to exceed $66,907.55, after comparing three local vendors; the plan is to manage 200 deer, with meat donated to a local food pantry. A proposed $3,500 sale of a small Noble Road parcel and three vacant-lot sale agreements were also considered or approved. The mayor’s preview included additional planned purchases and projects, some dependent on grant funding; no vote on the overall 2027 budget occurred.
