The City of Woodbury Planning Commission met November 2, 2026, to review two commercial development applications. It unanimously recommended approval, subject to staff conditions, of Chick-fil-A East’s amended site and building plan at 9896 Normal Lane, changing the previously approved drive-thru-only concept to include indoor seating. The plan includes stacking for 52 vehicles, pedestrian connections, and site and stormwater improvements. Commissioners raised questions about traffic, pedestrian safety, parking, and building colors. The item is scheduled for City Council consideration November 18. The commission also reviewed Lupe Development’s renewed plan for a commercial building in the Valley Creek Redevelopment; tenant details remain undetermined, and any drive-thru use will be subject to traffic review and ongoing conditions. Related traffic-flow improvements are being coordinated by the applicants and Chick-fil-A, with construction plans to be handled through separate permits. The item was also slated for Council review November 18.
No city procurement, contract award, or public expenditure was identified; the development and associated improvements were discussed as applicant-related. In the Council report, a council member noted that the city’s chicken ordinance had passed 5–0, with a required chicken-keeping course and an effective date of January 1. The commission also approved the prior meeting minutes with a correction.
