The Kings Barton Forum, a Winchester City Council community forum, met on 29 October 2026. The council officer reported that, after the development passed 800 occupied homes, a £50,000 cultural facilities contribution plus indexation was due from Cala Homes; an invoice was being prepared. Barton Meadows was transferred to the Hampshire and Isle of Wight Wildlife Trust on 1 September 2026. Cala reported ongoing construction of the community centre, park and ride, sports pavilion and pitches, and play areas. The park and ride is expected to be completed in Q1 2027, the pavilion is due for handover in Q1 2027, the community centre is scheduled for August 2027, and the pitches are expected to be ready in summer 2027. No contract awards or procurement votes were reported.

Cala said supermarket operator discussions were ongoing, with offers expected before Christmas; the neighborhood centre works remain on hold, and there was little current interest in the pub. Northern junction works are planned to begin in January 2027, followed by southern junction and cycleway works, with traffic-management plans and resident communications still being developed. The forum also discussed parking enforcement and early road adoption, street-light dimming, bus shelters planned for mid-2027, and a community survey identifying failed tree plantings; Cala said it would arrange an arboricultural review. The forum made no spending or procurement decisions.
