The Blount County Government, Tennessee, Commission Rules Committee met on October 29, 2026, to discuss possible changes to commission procedures. Public input raised concerns about the visibility of budget resolutions on agendas and about resolution sponsors not always introducing items. The committee approved a motion to amend Rule 9 with a provision that budget committee items begin as appropriation requests and become resolutions only after budget committee action; the workshop chair would then seek sponsors, and an item without a sponsor would not be placed on the agenda. The discussion also supported identifying transferred items as pending budget committee action to improve transparency. The motion passed with five yes votes, with changes to be recommended to the full commission; changes to the rules require a two-thirds vote there.
The committee also approved, with five yes votes, a motion recommending that county attorney guidance be provided at least 72 hours before meetings, including workshops and other committee meetings. Members planned to continue reviewing potential rule changes at a November 9 meeting. No contracts, vendor selections, purchasing decisions, or other procurement activity were identified.
