The October 28, 2026 Perth Amboy City Council meeting included procurement and capital-project actions approved on the consent agenda. The council approved a $2,145 change order with A3 Contracting LLC for the Home Improvement Program and bids to B2B LLC for work at 677 Johnston Street ($18,400) and 341 King Street ($19,450). It also approved a $250,000 change order with Yourway Construction Inc. associated with a ferry-service feasibility study, a $5,900 change order to Suburban Consulting Engineers Inc.’s Veterans Park Youth Athletic Field Complex contract (bringing the contract total to $735,610.13), and a change order for automated trash and recycling containers and parts whose amount is garbled in the transcript. The consent agenda passed unanimously. The resolutions included a $132,750 port security grant appropriation and $2.5 million in operating aid; one resolution was pulled after the council was advised it contained an incorrect change.
The council introduced the 2027 Business Improvement District budget, with a stated total assessment of $2,842,593. The BID described a proposed increase in façade-grant funding from $150,000 to $300,000 and a planned grant model under which businesses would contribute 25% and the BID 75%, with the maximum grant increasing from $5,000 to $15,000; the model was slated for a later vote. The council also approved the downtown redevelopment plan on a recorded vote, establishing zoning changes intended to encourage investment and support a future transit-village designation and related grant opportunities. Separately, officials described a planned water-treatment-plant capital project and a future assessment of the water main beneath the river before deciding whether to rehabilitate or replace it; no contract award or project amount was given for those projects.
