The Rapid City City Council meeting on November 2, 2026, included several spending and purchasing decisions. The council approved allocating $500,000 from infrastructure contingency for Main Street Square improvements in the 2027 budget. It tabled a proposed purchase for the Streets Division of an M15 concrete mixer tandem-axle trailer from Cement Tech through Sourcewell contract 060122-CMT, estimated at $160,065.54. The council also approved the city’s bills, including a stated amount of $6,131,686.58 and later remaining bills totaling $15,123,151.58. Scott Anderson’s appointment as Parks and Recreation director was confirmed, with an employment contract authorization discussed. In a separate licensing decision, the council unanimously approved an application involving a video lottery license, with staff explaining that the approval would use one of the city’s available licenses rather than the drawing ordinarily provided for in the city ordinance.

The council approved a resolution moving general public comment to the end of future meetings by a 7–3 vote. Speakers raised concerns about data centers, water and energy use, public records, tax-increment financing, and the timing of public comment; these were public comments rather than council procurement actions. The council also approved a sidewalk-installation variance by a 7–3 vote and considered multiple rezoning and subdivision items. No contract award for a data center or other major project was made during the meeting.
