The San Mateo County Juvenile Justice Commission and Delinquency Prevention Commission held a joint meeting on October 27, 2026. Procurement- and funding-related updates included a status report on Camp Kemp, which the Board of Supervisors had authorized for a Proposition 1 bond application to support a proposed $25 million youth crisis healing campus. Commissioners also reported that Camp Glenwood is leased to CalFire through July 31, 2027, at just under $25,000 per month (nearly $300,000 annually); the county was responsible for bringing the site up to standard for use. These were informational updates, not new spending or procurement decisions at this meeting. The commission approved the inspection report for Canyon Oaks and informational updates on the former camps; no contract award, bid approval, or purchasing motion was identified.
Other discussion covered youth justice and education services, staffing at Hillcrest, facility inspections, and planning for a January 6 prevention conference. The conference received more than $50,000 in sponsorships for its prior year, and organizers are seeking capacity and participation for the upcoming event. A CTE master class for youth is planned with probation partners and a provider, but no contract amount or new procurement action was stated. The commission also discussed concerns about an anonymous partner survey and planned follow-up, without a procurement-related policy decision.
