🏥 Healthcare 🏗️ Construction & Infrastructure Grants & Funding Physical Infrastructure

The November 3, 2026 McLennan County Commissioners’ Court approved several healthcare funding actions: separate Local Provider Participation Fund rates of 6% for inpatient and outpatient hospital revenue, an order requiring separate calculation of those rates, and intergovernmental transfers for the rural access and hospital reimbursement programs, up to the available fund balance. The Court also approved Lockwood, Andrews & Newnam water-project consulting actions, including a work order/change order and the sixth addendum for ARPA project monitoring and engineering. It approved a draw request for the City of Riesel arsenic project and deferred the generator-project draw request. The Court reviewed ARPA water-project progress and discussed identifying eligible uses for any funds that cannot be spent before the December 31 deadline; no reallocation decision was made at this meeting.

Other spending and procurement actions included approval of quotes for an awning and building modifications, a Gresham Petroleum diesel-fuel agreement with a 15-cent-per-gallon increase for bobtail deliveries, and an Extra Code Technology cabling quote of $17,111.98. The Court approved a sole-source designation and bidding exemption for Liftoff LLC’s Microsoft 365 licenses, and approved a change to the commercial dumpster vendor (the replacement vendor was unclear in the transcript). It accepted a $175,678 victim-assistance grant, with a $35,137 cash match to be addressed through a later budget amendment, and approved a $971,216 Veterans Treatment Court grant. A grant-funded family-treatment-court case-manager position was established, with a stated budgeted salary of approximately $56,000; the Court noted the county would not be obligated to retain the position if grant funding ends. The Judicial Center construction update described ongoing work but no new award or contract action.
