The City of South Pasadena Finance Commission’s special meeting on October 29, 2026, included a review of the FY 2026–27 first-quarter Capital Improvement Program (CIP) update. Staff reported completed work at the library, City Hall, War Memorial, and Stoney Drive, and ongoing or planned street, sewer, drainage, traffic-signal, and facility projects. The City Council had recently awarded the fiscal-year slurry-seal project. The North–South Fair Oaks traffic-signal project had been advertised, with bids expected in early November and a Council contract award anticipated in late November. Staff was finalizing an RFP for a citywide mobility plan for November release. The Indiana Avenue and Orange Zone projects were funded for design, but construction funding depends on the proposed street bond; a public speaker described the measure as an $80 million bond, not an action taken by the Commission. Staff also explained that proposals for golf-course netting replacement exceeded the $75,000 open-market procurement limit and would need to go to a City Council agenda. Commissioners discussed clearer CIP funding and project timelines, and staff described a planned November transfer of CIP funds, including work related to the fire department diesel-exhaust system.

The Commission also received an informational presentation on economic-development tools, including development impact fees, community facilities districts, and enhanced infrastructure financing districts (EIFDs). Staff said it would seek Council direction before pursuing an EIFD evaluation. Commissioners voted to place an economic-development strategy among potential future priorities. No contract award or procurement approval was made by the Commission during the meeting.
