The Lincoln County Commission’s regular meeting on October 29, 2026, included several insurance and budget decisions. The commission approved insuring the new justice center at a $30 million stated value; the insurer had quoted $38,000 for $20 million in stated-value coverage and $77,000 for replacement-cost coverage, while the premium for the selected $30 million limit was not stated. Commissioners also approved approximately $267.65 in coverage for property outside the building, including flagpoles and other site features. On airport liability, the commission voted to accept the South Dakota Public Insurance Alliance’s $3,500 quote for $6 million in coverage, replacing a prior policy that cost $4,479. The vote carried with one commissioner opposed.
The commission approved an overhire in the Department of Communications to provide training and leave coverage ahead of an employee’s planned April retirement, with the hire expected to begin in late December and extend into the 2027 budget year. It also approved budget-transfer items moving funds from the general fund to the highway department to address a negative highway cash balance; staff said the transfer drew on budgeted funds and required unassigning previously assigned funds. In response to residents’ concerns about truck engine-braking noise, commissioners directed staff to conduct an internal review; no ordinance or signage purchase was approved. A work session on ambulance-service funding and a proposed joint operating agreement raised longer-term funding concerns, but no new funding action was taken at this meeting.
