The LaPorte County Municipal Unit Strategic Taskforce held a workshop on October 29, 2026, to review financial models for distributing local income tax revenue under recent tax-law changes and the current statutory structure. Municipal advisers presented scenarios addressing recovery of existing distributions and Senate Bill 1-related losses, including potential allocations to municipalities, townships, schools, libraries, fire/EMS, and special units. The models showed that fully restoring losses could require tax rates above statutory limits; another scenario using the county’s adopted 1.65% rate would leave some units short. A model within current statutory limits also showed losses for some libraries and the Hudson Township fire territory, while schools were excluded under the current statute. Participants discussed possible interlocal agreements and statutory amendments, population-based versus levy-based distribution, and the effects of possible township mergers. Michigan City’s mayor cited an alternative analysis estimating a roughly $1.67 million countywide shortfall if current distributions were maintained without increases, and expressed support for exploring ways to cover the gap.

Participants raised concerns about uneven impacts on smaller communities, increased taxpayer burdens, uncertainty over fire/EMS allocations, school and library funding, and the effect of opt-in/opt-out decisions. School superintendents asked that continued school funding be considered, while the library director highlighted uncertainty if township boundaries change. No procurement decisions, contract awards, spending motions, or votes were identified. The taskforce requested written comments and model analyses from participating units for inclusion in a report to the state; the meeting did not record a vote on a distribution model.
