City Council Hearing: Education, Youth, and Older Adults Committee; October 29, 2026

The Baltimore City Council Education, Youth, and Older Adults Committee held a hearing on October 29, 2026, on conditions in older-adult housing. Residents and advocates described prolonged elevator and HVAC failures, unsafe conditions, weak property management and communication, fire-safety concerns, and risks of eviction and homelessness. City agencies outlined how residents can report housing concerns through 311 and described support and coordination efforts; HABC said it works with managers at RAD properties but does not manage those buildings directly. No contract awards, bids, procurement decisions, spending votes, or new funding allocations were identified.
