The City of Iowa City held a joint City Council–Planning and Zoning Commission work session and regular Council meeting on November 2, 2026. The work session reviewed a draft comprehensive plan prepared with Confluence, including future land use, housing, economic development, transportation, and infrastructure. Council members discussed a staff recommendation to remove the affordable-housing annexation policy, raised concerns about its effects on affordability and development, and requested additional information; the plan was expected to proceed to Planning and Zoning review, with no final decision on that policy at this meeting. The Council also considered the 2026 annual ADA curb-ramp project, estimated at $160,000. Staff said the project would be rebid after a notice-posting error and that design work is being done in-house to limit consultant costs; the transcript does not capture a vote on the project resolution.
In the formal meeting, the Council approved 7–0 the sale of a rehabilitated South District home at 1911 Taylor Drive for $169,000, with the buyer eligible for just under $25,000 in down-payment assistance. It also voted 7–0 on first consideration of renewing the South District SSMID for five years, allowing the district to levy taxes to fund its operations and improvements. Council approved a parking-enforcement ordinance amendment 7–0 after discussion of proposed Barnacle immobilization devices: the city planned to start with four devices, at a quoted annual cost of $3,600 each plus about $1,000 for an API fee. The city attorney said contract negotiations with the vendor had not yet occurred, so no vendor contract award was identified. The Council also approved a fireworks ordinance amendment 7–0.
