The New York City Council’s joint Committee on Small Business and Subcommittee on Early Childhood Education oversight hearing, held October 30, 2026, examined the business and financial sustainability of childcare providers as the city expands access to early care. The administration cited a $43 million investment in early-childhood procurement and operational reforms intended to speed contract registration and provider payments, plus $40 million in rate increases: 5% for family childcare providers and 2% for family-childcare networks and center-based providers. A separate $3 million emergency microgrant program for licensed home-based providers is being developed, with applications expected to open by the end of the year. The administration also said a request for information for potential 2K partners was open through November 12; it had not yet released a new early-childhood services RFP. No contract awards or votes were taken at the hearing.
Council members and witnesses focused on delayed contract registration and payments, reimbursement rates that providers said fall short of operating costs, rising liability-insurance premiums, staffing and wage challenges, and the risk of closures. The administration said providers with delayed contract registration may access interest-free bridge loans and described permitting, background-check, and payment-system reforms. Officials also discussed support for home-based providers and the shared-services cooperative under consideration. NYCHA described its childcare Business Pathways program, which costs about $100,000 per cohort and is enrolling 25 residents in a cohort this year. Providers and families urged the city to preserve community-based and independent programs during expansion, including amid concerns about network participation and a reported planned closure of Christ the King Community Daycare and Preschool in July 2027.
