Fresno County and State Water Resources Control Board community update on Water Works District 40 in Shaver Springs, held October 29, 2026. County and state officials reviewed water-system finances, water quality, infrastructure work, and next steps. The County reported that the Board of Supervisors had approved $100,000 in District 5 discretionary funds to pay down sewer debt, reducing sewer rates; state-funded operations and maintenance assistance is also providing a $38 monthly customer credit. Together, the changes are expected to lower monthly charges by $64.63. No new contract award or procurement vote was reported at this meeting.
Officials said approximately $500,000 remains on a Department of Water Resources grant, which must be used by February 2027. The County and state are seeking to amend the grant to allow funding for a private well purchase and plan to use a portion for internal inspection and cleaning of all three storage tanks, targeted for completion by February 2027. The feasibility study—being conducted with a state-provided consultant—is expected to be delayed until around February 2027; it will assess water sources, treatment options, costs, and potential consolidation, and support an updated corrective action plan and applications for state planning and construction grants. Officials also described planned special water-quality sampling in November and the ongoing investigation of options to bring the system into compliance.
