The City of Fargo Commission held a governance-policy review meeting on October 30, 2026 (titled “City Commission Governance Policies - 10.29.2026”). The discussion reviewed the development of the Commission’s policies, including a professional services agreement with governance consultant Dr. Jeff Schatz approved July 5, 2022, and the seven policies adopted in 2024. Commissioners discussed routine policy reviews, consent-agenda practices, transparency, meeting decorum, and compliance with open-meeting requirements. They agreed that requests to pull consent items should be sent to the administration by 8 a.m. Monday when possible, and supported circulating one policy each month for review. No contract award or new purchasing approval was made.

Procurement and capital-planning issues arose as topics for future consideration. A commissioner cited a five-year lease for a water-utility truck as an example: purchasing it outright was estimated at $162,000, while leasing would add about $35,000 in interest; the discussion raised questions about future vehicle-purchasing practices but did not change or approve the transaction. Commissioners also discussed making change orders and major facility projects more visible, long-range facilities and capital needs, and creating a Commission facilities committee. Staff said they would work on a resolution to establish the committee; no vote on the resolution was reported.
